Hello,

I am the new chair -- the first elected chair -- of BuckCHI,
the Central Ohio SIGCHI chapter.  We've been having monthly
meetings for about a year now:

We are in a startup mode in which I hope to describe BuckCHI
and what it offers to ALL Central Ohio computer/software
companies to develop a way to alert potentially interested
professionals (and future professionals) about our events.
I've been compiling various lists of companies and consultants
in the area, and I'd like to augment it with any lists of
individuals (such as COCACM members) I can get.  I plan to
send several hundred letters on ACM letterhead to introduce
BuckCHI, establish liaisons, and build up our announcements list:
	buckchi-announcements@acm.org
as well as our membership:
	buckchi-members@acm.org
I plan to use regular mail to try to reach the executives and
managers who would assign a liaison to us to add to our
announcements list.

1.	Do you have any electronic lists, of email or addresses,
	of companies or individuals, we might use for a mailing?
	Would you let us have it?  I'd be happy to give you
	final approval on any mailing, but in advance, I assure
	you it would be very professional.  I can get the COCACM
	list from ACM, but I was hoping for a bigger list that
	you might use to promote events.

2.	Perhaps COCACM would be interested in joining the mailing.
	Mailing two sheets costs the same as one to mail,
	and not much more to produce.  We are planning on
	having a professional development seminar in October
	or November, so the mailing would probably be in
	mid to late September.  We don't have much money
	saved up, and would not mind sharing some costs.

I am back to compiling a list of companies and consultants
to contact with a letter of introduction from BuckCHI.
I'd like to gather from each of you a list of companies
that you think should be contacted, along with ideas about how
they should be contacted.

Who to Contact:

For this, I am looking for a list of addresses, probably at
the division level, of places that have lots of people
in software development.  Ideally, the address would
be of a manager who would bring the letter to the attention
of people who would benefit from an association with BuckCHI.

I have used the SIC 73XX numbers (standard industry codes)
to find several hundred software developers, consultants,
etc. who are good candidates for a letter, but I now want
more specific addresses at places like:
        OCLC - well, I can handle that
        CompuServe
        MetaTec
        Nationwide
        Sterling
        BancOne
        AT&T, Bell Labs, Lucent
        LCI
and any other major software companies you can think of
(tell me, even if you have no contacts).
I never got the Metatec list from Mike Hinnant, sigh.

What to tell them:

I am thinking that we can't afford to saturate the mailing list
I have because there are over 300 addresses.  We have about $400.
But for say the top 20 places in the area, we might put in some extra work,
and then see how well we do sending mail to the best 100-200
on my list.  That would blow the rest of our money, but we
will soon (or so I hope) be getting renewals.  A more targeted
initial mailing might raise money from membership that we could
use for a next round.

I would like to move rather quickly on these issues so that
BuckCHI can present my workshop, which could remove any monetary
concerns that I now have.

There really are local programmers.  We had a RFP several years ago that had
a requirement that code by portable to their version of X and they had
people who did it.  In fact, the Sun marketing types who we got to know real
well, had an interest in human factors.  So you never know.

I've got our official charter certificate,
which was given in a pile of stuff to Jane.
I even got a copy of the list of charter petitioners from ACM.
Maybe it's time to think about keeping an arCHIve.

Most of our documents are online under revision control,
so maybe the main thing to do is make sure that we
keep what we want to keep.

For example, there is a brief history of the formation of BuckCHI
that is probably easier to reconstruct now than later.
It might be as simple as who had which roles over what period.
It might not be easy to be accurate because of the Bay Area diaspora.
But it would be worthwhile, I think.

Would you like to be the archivist and/or historian
and gather what info you want? I can place what is
appropriate on a web page on the site.

You may have recently received a survey from ACM
asking what sorts of befits you have for members.
One, newsletters, stuck out in my mind because
BuckCHI does not publish a newsletter.

"Maybe we should," I thought, but then I thought
that we do send out announcements of relevant local
events, but that would not be enough for a newsletter.
Then I though that good material for a newsletter
might be shared among all the SIGCHI chapters.
For example, I was just looking at Keith Instone's
Usable Web page (http://usableweb.com/), and I thought
that a short review might be something of interest
to all SIGs. You already see where this is going.

I do not have the time to organize a SIGCHI Local SIGs
newsletter, one that would have tidbits of interest
to local chapter members, but I would be willing to
contribute to such a publication.  For example,
hanging off the flyer for a workshop we are planning:

(for which we plan to offer CEU credit), there is a

TriCHI has been doing monthly newsletters since we started; it's been
one of the things we've managed to do relatively well--at least until
this year, when schedule conflicts have hit pretty hard.  It is a *lot*
of work.  It has also been promised as a membership benefit, so our
slippages this year have been more than simply embarassing.

Our newsletters have typically consisted of a meeting announcement, a
review of the previous meeting, one or two original columns, and summaries
of recent job postings, conference announcements, and upcoming courses,
as well as occasional chapter news (elections and such).  We're suffering
again from volunteer shortages, so I'm not sure when we'll be back on
track, but I'm hoping that outside of the time-sensitive things (jobs,
etc.) that we can keep the material flowing in so that we only have
publication gaps and not content gaps.

If Gary's idea of a general local SIGS newsletter can take off, I'd be
happy to contribute to that.  Also, Gary's idea of sharing content between
local chapters is good; we've had one direct request for column exchange
(Donald, if you see this, Thyra passed your request to me; I'll be in
touch).  Making columns and articles available more globally for any
chapter to use is something that we all could benefit from.  Perhaps
making a central collection of these things on the web would be a good
place to start, so that an archive is there all the time and any of us
can go browsing for whatever looks useful and relevant.

The TriCHI web site (http://www.acm.org/chapters/trichi/) has an
archive of our newsletters, going back to May 1996, including presentation
reviews and columns.  I'm negotiating with the previous editor to get the
next batch of old newsletters in softcopy, so there will be more up there
eventually.  You are all welcome to browse and to reprint items that you
want to use locally.

I feel like I have compulsive infrastructure disorder.

BuckCHI has a Federal Employer Identification Number (EIN),
but I do not know if it has any official non-profit status.
IRS Form SS-4 which assigned us the EIN notes that if we want
"a ruling or determination letter recognizing [our] organization
as tax exempt, [we] should file form 1023/1024."

I am interested in our official status for:
 1. being able to report our official tax status to potential sponsors
 2. getting a non-profit org permit for mailing

Questions:

1.	Would it be useful to have a ruling or letter?
	Or are we already set up and need a letter from ACM?

2.	If we are not set up, then do we file the above form(s)?

3.	How do we apply for a non-profit organization mailing permit?

4.	At some point in the next year, I anticipate that we will
	look for corporate sponsors.  Can you offer any advice?

I got the MS Word Chapter Toolkit (draft I assume).
It's great.

I checked out:
	http://www.acm.org/sig_volunteer_info/conference_manual/3-3-2TAX.HTM
and it indicates that "we" are exempt from paying sales tax in Ohio.
Suppose I go into Kinko's to get some flyers printed.  What do we show
them to avoid paying tax?

We have a similar question for a non-profit mail permit.
What official document do I show them?

ACM's non-profit status extends to BuckCHI.  See below for confirmation of
this and for related info.

EXTRACT FROM CHAPTER'S MANUAL
 501 (c)  (3) Status
ACM is exempt from federal income taxes under Section 501 (c)  (3) of the
Internal Revenue Code of 1954 since the Association is organized and
operates exclusively for scientific and educational purposes.  This
exemption was granted the ACM on March 21, 1957 (see copy of IRS
determination letter in the appendix).  Although ACM is not required to
file income tax returns, the Association is required to file an annual
informational return (Form 990).  The Association also files Group Form
990 Returns for chapters.  ACM is also required to file an annual Form
990-T Return with the IRS for any unrelated business income.
The IRS returns are due on or before November 15 of each year, covering
information for the prior fiscal year ended June 30.  The financial data
reported to ACM Headquarters by each chapter on the Statement of Cash
Receipts and Disbursements must be compiled and summarized.  An
organization which fails to file a Form 990 Return with the IRS by the
due date can be charged with a penalty.  It is therefore essential that
chapters respond to ACM Headquarters by August 30 to enable ACM to file
the Group 990 Return by November 15th.
 Group Exemption
ACM has a Group Exemption Number (number 1931) which recognizes the ACM
chapters as sharing in our 501 (c)  (3) exemption status, and thus
recognizing them as exempt from all federal income taxes.  To maintain
this group exemption, ACM Headquarters is required to send an annual
update to the IRS with information regarding changes in chapter addresses
and chairpersons, and a list of newly chartered or non-chartered
chapters.

 Sales Tax Exemption
ACM has been granted an exemption from New York State local sales tax.
 ACM chapters have the same right to be exempt from State and local sales
taxes in those states and localities which grant such exemptions;
however, each chapter must apply to the authorities in the state in which
they operate.  Chapters should contact their state department of revenue
for the necessary forms, and should contact the Director of Finance at
ACM Headquarters with any questions.
Investigate getting state tax exemption and/or postage permit where
applicable. A quarterly update on sales tax exemption information for all
states and Canadian provinces is available at

 Federal Employer Identification Number
ACM has a Federal Employer Identification Number (EIN), which is similar
to an individual's social security number.  This number is required by
the IRS for purposes of filing informational or any other type of return
with the IRS.  Each ACM chapter is required to have an EIN as well. Each
year, ACM Headquarters applies for EINs on behalf of the newly chartered
chapters and chapters which have not been assigned EINs.  Headquarters
will notify the chapters of their EINs when they are received.  The
chapter's EIN should be used when opening bank accounts, and should be
noted on the annual financial report filed with ACM Headquarters.

Go to your local post office.  Yes, you need to provide proof of BuckCHI's
non-profit status.  I don't know what other chapters, including BayCHI,
have used for that proof.  I will investigate if the other addressees don't
provide the answer.

Next year might find SIGCHI as an ACM society rather than an ACM SIG.  My
understanding is that this is likely to affect what local sigs can do
regarding corporate sponsors; stay tuned.

I only received a few responses, but most suggested waiting until January.
So, I now want suggestions about what dates to choose in January.
Is any date after, say, the 19th, okay (MLK day is Monday, the 19th)?

Still, my mailing list was ready to go.  It was greatly augmented by
the Ameritech yellow pages, which are online.  Thanks to Lorraine
Normore, intrepid advisor, for suggesting the Yellow Pages.
Under computer software/internet/design/consultants,
I got about 700 addresses, about 625 in the 43[0-2]XX zip codes.
I would like to send a one-page promotional piece to all of them.
It would include our promo (thanks AGAIN to Lorraine for comments):

which would be folded into thirds and on the flip side there would be

        1. short announcement of the next meeting (November)

I have applied to the US postal service for non-profit status,
to be followed by an application for a non-profit mailing permit.
This will allow us to mail letters at about $0.20 per piece,
for "qualifying" mailings, which (I think) includes the promo
and the workshop flyer and other mailings related to our charter.

The above mailing would cost, therefore, about $130 in postage,
and about $30 in copying costs.  I will seek your approval
for this expenditure at our next meeting.

Our next lunch meeting will be Friday, Oct. 24, 11:30.
I would like to meet at Thai Taste again, okay?

By the way, BuckCHI should never pay Ohio sales tax!
Any place that collects sales tax should have forms for tax exemption.

About your posting....

People seldom use tty ftp anymore.

All you need to do is provide a URL for people to stick in their browser:
	ftp://turing.acm.org/logos/acm

Most people do not use binhex for encoding,
and it's not necessary in any case.
And stuffit is not a common format anymore.

Two files in the FTP directory are misnamed:
	ACMtif.bin
	ACMtif.sit.bin

I would place two files:
	ACM_color.tif (i.e., ftp://turing.acm.org/logos/acm/ACM_color.tif)
	ACM_bw.tif    (i.e., ftp://turing.acm.org/logos/acm/ACM_bw.tif)
in the directory and forget the rest.

As I recall, those files were severely oversized for no apprarent reason,
and when I resaved them in Paint Shop Pro as HiRes TIFFs, they were much smaller.

MS TV Dinner Instructions

You must first remove the plastic cover. By doing so you agree to accept
and honor Microsoft rights to all TV dinners. You may not give anyone
else a bite of your dinner (which would constitute an infringement of
Microsoft's rights). You may, however, let others smell and look at your
dinner and are encouraged to tell them how good it is. If you have a PC
microwave oven, insert the dinner into the oven. Set the oven using these
 keystrokes:

Then enter:

If you have a Mac oven, insert the dinner and press start. The oven will
set itself and cook the dinner. Be forewarned that Microsoft dinners may
crash, in which case your oven must be restarted. This is a simple
procedure. Remove the dinner from the oven and enter:
ms.nodarn.good/tryagain\again/again.crap
This process may have to be repeated.  Try unplugging the microwave and
then doing a cold reboot. if this doesn't work, contact your hardware
vendor.
Many users have reported that the dinner tray is far too big, larger than
 the dinner itself, having many useless compartments, most of which are
empty.  These are for future menu items.  If the tray is too large to fit
 in your oven you will need to upgrade your equipment.  Dinners are only
available from registered outlets, and only the chicken variety is
currently produced.  If you want another variety, call Microsoft Help and
 they will explain that you really don't want another variety.
Microsoft Chicken is all you really need.  Microsoft has disclosed plans
to  discontinue all smaller versions of their chicken dinners.  Future
releases  will only be in the larger family size.  Excess chicken may be
stored for  future use, but must be saved only in Microsoft approved
packaging.  Microsoft promises a dessert with every dinner after '98.
However, that  version has yet to be released.
Users have permission to get thrilled in advance. Microsoft dinners may
be incompatible with other dinners in the freezer, causing your freezer
to self-defrost. This is a feature, not a bug. Your freezer probably
should have been defrosted anyway.

(i.e., a signing officer of the organization)
and that we are a scientific/educational non-profit org
(the tax code terminology 401(c)(3) will mean something to them).

I am pleased to report that we now have a Non-profit
permit (#7336) for BuckCHI and will be gearing up
for a big mailing as soon as the early 1998 technical
meeting program is ready for its 1/3 page of space.

An address is needed for sending out mail at bulk rates,
and I did not want to use my own address on all that mail.
So we now have a mailbox, for which we are piggybacking on
the HCI Bibliography: Box 20187, Columbus, OH 43220-0187.
This is in the post office across the street from CompuServe
in Upper Arlington.

Go ahead.  Ask me about OCR regions and upgradable
non-profit flats.  I dare you.

I'll be looking for volunteers to fold and tape
(not staple -- evil, according to the USPS).

I once heard that funds were allocated to the Local SIGs chair
for startup activities.  I am seeking startup funds for BuckCHI
for the main purpose of announcing ourselves to hundreds of
software companies and consultants in central Ohio.

We have compiled a list of 800 addresses using the online
Yellow Pages and would like to send out a mass mailing
based on our promotional page:

The back of the page will contain announcements of
our upcoming events and the recipients address.

Instead of paying 32 cents per address ($256),
We applied for (and obtained) a non-profit postal license
and imprint (for $170) so we will be paying about
ten cents per address ($80), actually saving us
six dollars, but more importantly, setting up
our maling infrastructure for future mailings.

We still have printing costs, which we expect to run
about five cents for each 2-page piece, or $40.
So the total cost of getting the word out will
be about $290.  Can BuckCHI get any money to
cover this?

In return, I would be willing to write up the
process, and more importantly, the effect on
membership, for the other local SIGs.
Not everything applies to all Local SIGs --
the postal regulations, for example, may
not have counterparts -- but the promotional
aspects do.

One option for our mass mailing is to include advertizing.
Basically, if we say that our mass mailing is a newsletter,
then we can include advertising.  Even if we do not, we
can include some paid advertizing that is related to what we do.

For example, Branaghan Design Group might want to advertise
their services to the 800 local software companies and
consultants we will be mailing to.  Other companies might
also want ad space.

I don't know how to find those other companies.
I don't know how much to charge.
I don't even know if it is something we want to do.

We have $258 in the bank (and we have at least $50 in checks
to deposit).  We had more money, but we just spent $170
on mail licenses in prep for our mass mailing.  So after
another $120 for copying and mailing, we will have a little
under $200 in the bank.  In January, we have the workshop
to pay for, but we expect that registrations will cover
more than our costs (if they don't, then it would be because
we have no registrations, and hence no costs).

So, although our balance is a little low,
we have enough money to cover our expenses and obligations,
and we expect to have a good balance after the workshop.
So, if you have a limited budget for which there is demand,
then it should probably be directed to a forming SIG
or a SIG with no funds, instead of our chapter.

But if you really want to send some funds our way,
we could put them to good use, at least to make our
Treasurer feel more comfortable.

We'd have even more money if all our officers would
pay their dues!  Ouch!
